Dynamic measure or user relationship?

New to PBI

Trying to create a measure for this, I will like to have a count of the 4 dates by month. I have a filter by year.

I have this connected to a master date, launch date is active while deadline is inactive.

I am trying to acheive a chart like this 

I have  one active relationship and 3 inactive relationships. I have been able to get a measure using user relationship which works on the chart but does not reflect on the visual card . Your suggestions are highly appreciated!
