How to custom locations of map with bubbles?

Hello,

I would like to develop a World Map with bubbles, and I would like to customise the "Continents" including a distinction between Western and Eastern Europe. Do you know if I can do it using the standard map? Is there a way I can place bubbles using Lat and  Long?
