Overlay bubble on a bubble chart based on user input at runtime

Please refer to the image attached which is a mockup. 

We are looking for a way to add a red bubble over other existing blue bubbles on the chart. The challenge is that the blue bubbles are values from a database table (live query). 

The Red bubble is what the user should be able to enter values for on the report screen by way of X and Y Coordinates. Also the size of the bubble is proportional to the X value. 

Example : in the image X is a % discount and Y is a deal size. The other filters on the report are From Date, To Date,  Product code. So based on the deals for the period selected the blue bubbles show up. So its a filtered data on which the chart is being drawn. The red bubble then needs to overlay the blue bubbles seen in the image. But the user should be able to enter values of X and Y for the Red bubble alone.

So can this be an overlay on the Red Bubble or can it be introduced dynamically into the underlying data just and the chart refreshed but allowing for updated to X and Y values on the retort at runtime. Screen Shot 2018-09-28 at 16.33.49.png

We are not using any custom visual. 

We are trying to acheive the functionality I described with out use of any custom visuals, since its just a bubble chart with the specific need for dynanic input  (X and Y coordinate) for one specifc bubble that the user can alter at runtime on seeing the report.

Dynamic since it needs ot be inserted inot the chart and is not comingh from the data set the chart is built on.
